What does this mean for your business?

The European Union is introducing a new Extended Producer Responsibility (EPR) obligation for textiles, linen, and footwear (CLF). This means that as a producer, you will be responsible for funding the collection, sorting, reuse, and recycling of your products.

The goals of CLF

  • Create an economy for separate collection, sorting, re-use, preparation for re-use and recycling
  • Producers of textiles and footwear should finance the costs (via PRO’s)
  • The registration requirements and format should be harmonized across the Union
  • The fee modulation should be based on the Eco-design requirements
  • Providing information to end users

The principles of this EPR are aligned with other EU EPR frameworks, meaning compliance is mandatory.

Do you have obligations?

The EPR applies to multiple business categories. You have obligations if you are:

  • A Brand Owner (Manufacturer in a Member State): If you manufacture textiles under your own name or trademark, or if you have them designed and produced for you, you are responsible for compliance.
  • A Reseller (Manufacturer in a Member State): If you sell textiles under your own brand name but have them manufactured by a third party, you must comply with EPR regulations.
  • An Importer (with a local sales entity): If you import textiles from another country and sell them within an EU Member State, EPR requirements apply to you.
  • A Distance Seller: If you sell textiles directly to consumers in an EU Member State via online or remote sales, you must meet EPR obligations—even if your business is based outside the EU.
