Currently, companies trading within the European Union must submit monthly Intrastat declarations containing information on goods crossing EU borders. Information on goods arriving (arrivals) and departing (dispatches) from an EU Member State is mandatory when the flow of goods exceeds the statistical threshold for that year.

Intrastat Arrival obligation abandoned

As of January 2025, Statistics Estonia (the official economic data body of the government) has decided that the Arrival declaration will be abandoned. After three years of analysis they state that it is now clear that the data on the movement of goods received from other EU Member States are of sufficiently good quality to be used as part of Estonia’s import statistics. This means that companies do not have to submit any data on arrivals anymore.

Intrastat Dispatch obligation remains

The statistical threshold for the dispatches of goods is 350.000 euros (same as last year). This means that, in 2025, Intrastat data have to be submitted by those enterprises whose turnover of goods dispatched to European Union countries exceeded 350.000 euros in 2024.

Other EU Member States thresholds and deadlines

Authorities of all EU Member States have published the new Intrastat thresholds for 2025. Multiple thresholds for arrival or dispatches have been increased in comparison with last year. It concerns thresholds set by statistical offices in countries such as Bulgaria, Cyprus, Greece, Hungary, Ireland, Lithuania, Portugal, Sweden and Slovenia.
