Morocco: Requesting Conformity Certificates shifts from exporter to importer-driven

The Moroccan Ministry has announced the official launch of the Portnet electronic platform to be on December 2, 2024, marking a significant shift in the process for requesting Conformity Certificates.

Changes

From December 2, 2024, the procedure for obtaining Conformity Certificates will become Importer-driven. Requests for these certificates, previously managed by exporters, must now be submitted exclusively via the Portnet platform by importers.

New Process Overview

  • Request Submission: Importers will submit Conformity Certificate requests directly through Portnet.
  • Distribution of Requests: Moroccan authorities will allocate requests to inspection agencies on a random basis.
  • Fees: The responsibility for paying inspection fees will now lie with the importer.

Transition Timeline

This change takes effect for all shipments starting December 2, 2024. Requests made before this date will continue to follow the existing exporter-driven process until the transition is complete. Clarification from the Ministry is expected by mid-next week. As soon as we have received more information, we will inform you.
